Capability Development

A capability gap is a situation where an end-state or an objective cannot be achieved because of the lack of skills, equipment or both to address the problem. 

Capability development is the art of properly identifying the inability to deal with an existing or potential capability gap, and developing a comprehensive solution.  Within the firm the techniques will be focused on assisting our client base in their activities. 

Capability development uses a holistic approach, ensuring that not only is an equipment supplied to address a problem, if one is even required, but that all aspects of the problem are addressed and implemented; equipment, personnel, training, financing, HR, logistical support, tactics, techniques, procedures, legal considerations, briefings to obtain political acceptance, and any other activities required to support the implementation of a new capability. 

Our client base is primarily users.  However, we do recommend that equipment providers insist on capability development activity to ensure that they are covered against future litigation by either their customer or by people injured by their customer, to prove that every effort was taken to reduce the risk of inappropriate injury. 


Example of Service

A military force with significant experience of public order operations was experiencing higher than previous casualty rates.  Members worked with the operational troops to understand the problem, and create potential solutions.  A change in tactics had been adopted, but this had not been accompanied by a change in equipment; the higher risk of the tactics was not matched by a higher level of protection.  The current and future operational requirement was examined, and an equipment, tactics and training suite developed to comprehensively address the future requirement.
